National Disability Insurance Agency (NDIA) Systems Improvement Program
Atlin provided the Procurement and Grants division with a strategic report to identify opportunities for business improvement within NDIA including its corporate governance responsibilities for Board consideration. All Procurement and Grants processes as well as supporting IT Systems were reviewed to identify opportunities for improvement within short, medium and long-term timeframes.
Atlin’s approach to the process review was to examine supporting policy, organisational guidance, current processes, procedures, training, and reference material, seeking to identify and link organisational needs and objectives with relevant guidance and operational practice. This approach allowed a logical and coherent identification of gaps and the subsequent analysis to be conducted in the context of NDIA business.
Where the processes were supported by or dependent on Systems, these were examined to determine the extent to which they can support the organisation’s needs and the extent to which the Systems were configured, accessed, and managed to achieve the required outcomes
Results
Atlin delivered a complete roadmap for a continuous improvement program at the organisational and transactional level for all Procurement and Grants operations. NDIA senior management were provided a clear outline on the type of efficiencies that were possible for the future of the organisation together with executive briefing materials, position papers, cost benefit analyses and recommendations to Executive Leadership.
To support NDIA users with business-as-usual operational requirements, Atlin also provided detailed business transactional analysis including:
- Analysis and mapping of current processes and systems affecting Procurement and Grants
- Development of Standard Operating Procedures (SOPs) and supporting documentation for business lines to implement that would ensure a consistent approach across the agency
- Identification of future systems requirements based on stakeholder and business needs assessments.
- Scoping of improvement and transition plans
- Review and recommendations for Governance and Compliance agreements between agencies
- Review and recommendations for a continuous system improvement program

Pilot Training System
The Pilot Training System is a $1.25 billion project, providing a new fifth generation fixed wing pilot training capability to the Australian Defence Force (ADF).
Stakeholders include Lockheed Martin, Jet Aviation, Pilatus Aircraft as well as Australian Defence organisations (Air Force Training Group, Capability Acquisition and Sustainment Group), working to a one-team management and governance structure to ensure high performance outputs across multiple contracts.
Atlin provided support through the acquisition phase and into the transition to sustainment phases of the program.
During the acquisition phase, Atlin provided strategic ICT advice, project management support, specialist ICT learning environment and systems engineering support over the build, test and implementation stages of the program.
Results
Acquisition Phase
Duration 2017 – 2020
Atlin’s work directly contributed to:
- Driving Accountability of the prime contractor and suppliers through a disciplined management process and good configuration control.
- A fully integrated pilot learning environment that is fit for purpose, enabling entry-level students to move seamlessly from immersive training that is interactive and computer-based, to qualified synthetic flight training, to aircraft as they transition.
Transition to Sustainment Phase
Duration 2021 – Current
Atlin continues to work closely with stakeholders to enhance communication and contractor relationships. This work directly contributes to:
- Capability Development and Management supporting simulator fleet procurement, product development and assurance, including a Maturation Program, for the acquisition of additional simulators.
- Process Improvement creating efficient product management processes aligned with strategic plans, policies and defined key workforce roles. This work includes identifying positions to operate a Product Management Framework (ISO55000) to support workforce planning for the enterprise.
- Standardised information sets, program level review and decision making support covering capability, life cycle cost and risk.

Joint Data Networks
The Joint Data Network is a $547 million project designed to enhance Defence Command and Control through the distribution and management of tactical and intelligence data between aircraft, ships, vehicles and ground nodes.
Atlin are providing strategic Integrated Logistics Support through both Project and Transition Management to enhance situational awareness. This includes acquiring assets and embedding capability by transitioning the network into service for end-users.
Key Transitioning Projects:
- The Joint Interface Control System
The introduction of an enduring monitoring and management system supported by expanded network coverage and connectivity. This enabled and improved data exchange within Defence, the joint battle space and allied/coalition partners. - Platform Modernisation
Modernised, replaced legacy and introduced new monitoring and management capabilities to Defence platforms, headquarters and all support elements. This enhanced the interoperability across Defence and joint battle space. - Integrated Broadcast Service
Established and expanded the integrated broadcast service capability into Naval platforms and established an ADF interface node. This addressed obsolescence, capacity issues, provided enhanced system functionality and maintained interoperability with coalition partners.
Results
Atlin’s work has directly contributed to:
- Implementing a solution as part of the one-defence strategy for communication.
- Enhancing legacy communication structures, by replacing obsolete equipment and systems through the acquisition and implementation of new capabilities.
- Equipping end-users with skills, knowledge and abilities to successfully provide enhanced communication with allied partners, across the current and complex battle space.
- International collaboration and real time data transfer from the point of origin to the community and end-users, negating multiple systems and transfer lag.
