The Pilot Training System is a $1.25 billion integrated capability program delivering a fifth-generation fixed-wing pilot training capability for the Australian Defence Force (ADF). The program brings together Defence, Lockheed Martin, Jet Aviation and Pilatus Aircraft under a unified governance and management framework to deliver a modern, integrated training environment that supports the next generation of military aviators. Atlin supported the program throughout the acquisition phase and into transition to sustainment, providing strategic ICT, systems engineering, learning environment and project management expertise across the full capability lifecycle.
Our team ensured that technology, learning systems, governance frameworks, capability management, and sustainment processes were aligned to support the successful delivery and long-term operation of the pilot training capability.
Our approach is delivering capability by:
- Providing strategic ICT and systems engineering advice throughout the design, build, test and implementation phases of the program.
- Supporting the development of an integrated digital learning environment that enables seamless progression from computer-based training to synthetic flight simulation and live aircraft operations.
- Establishing disciplined project management, governance and configuration control practices across multiple contractors and stakeholders.
- Facilitating collaboration between Defence and industry partners through integrated management and governance arrangements.
- Supporting the transition from acquisition to sustainment by developing capability management, product assurance and workforce planning frameworks.
- Aligning product management, operational processes and strategic workforce requirements to ensure long-term sustainment and continuous improvement.
Results
Our team directly contributed to several critical areas:
Integrated Learning Environment: Delivering a fully integrated pilot training ecosystem that enables students to transition seamlessly between immersive learning, simulator-based instruction and live flying activities.
Program Governance & Accountability: Strengthening contractor and supplier accountability through structured governance, disciplined management processes and robust configuration management practices.
Capability Development & Sustainment: Supporting simulator fleet procurement, product development, assurance activities and the Maturation Program to enhance and expand training capability.
Product Management Framework: Designing and implementing efficient product management processes aligned to strategic objectives, organisational policies and workforce responsibilities.
Workforce Planning & Capability Uplift: Identifying workforce roles and capabilities required to operate a Product Management Framework aligned with ISO 55000 principles, supporting long-term enterprise workforce planning.
Decision Support & Standardisation: Establishing standardised information sets and governance mechanisms to support program-level reviews, informed decision-making, lifecycle cost management and risk management activities.
