Department of Defence

Capability Acquisition and Sustainment Group (CASG) - Land Systems Division (LSD) Commodity Reform Program (CRP)

Atlin partnered with Defence and its suppliers for the strategic reform of commodities. The purpose of the reform was to deliver commodities cheaper and faster than the existing operating model.  Our senior team was directly involved in the deep dive analysis and measurement of current procurement processes and the determination of the Total Cost of Ownership (TCO) and the Cost-to-Serve (CTS) for Commodities in the land domain. Atlin executed and managed a proof-of-concept aimed at determining the value proposition of outsourcing and partnering with industry for the procurement, delivery and management of commodities.  Atlin provided key inputs to the business case and critical evaluation of technology solutions, ongoing technical advisory and security compliance support for Defence and its successful industry partner for the development of Australia’s first Fourth Party Logistics (4PL) application.

Results

The Commodity Management reform has been a success with Defence partnering with industry to manage the end–to-end procurement and delivery of commodities to the Australian Defence Organisation. The program achieved cheaper prices delivered in faster timeframes via a modern cloud platform. It provided a simple procurement interface that also gave users a new ability to view product images, safety data sheets, product manuals and guides. The reform program is now in sustainment, with a growing product base. Atlin continues to be involved in the sustainment activities offering ongoing oversight through targeted analytical and continuous improvement services.
