Defence

SAP Personal Inventory Management System

Atlin was the service delivery partner for the implementation of Defence’s Personal Information Management Systems (PIMS). PIMS is an ecommerce clothing ordering, tracking and entitlement application built on SAP. It was a key deliverable of the wider Defence Clothing Rationalisation program and a significant transformation for the management and application of ADF member entitlements. Defence had operated a manual clothing and entitlement network for decades with limited to no automation resulting in significant indirect performance costs and product demand forecasting challenges.

Results

Atlin completed the detailed business requirements and mapping of current and future state processes and developed the user stories, procedures and workflows for the sustainment support model. Atlin’s business and data specialists completed detailed analysis of Defence’s highly customised and complex paper-based entitlements to determine the most effective and accurate method to convert the manual rules into the PIMS platform. Over 1,000 paper-based entitlements were successfully converted to an automated workflow solution using the latest digital ecommerce technology. Atlin ensured that the solution achieved its objective of an automatic linking of each ADF member’s clothing entitlements to their individual electronic record, reducing time and effort interpreting a member’s entitlement.

National Disability Insurance Agency

National Disability Insurance Agency (NDIA) Systems Improvement Program

Atlin provided the Procurement and Grants division with a strategic report to identify opportunities for business improvement within NDIA including its corporate governance responsibilities for Board consideration. All Procurement and Grants processes as well as supporting IT Systems were reviewed to identify opportunities for improvement within short, medium and long-term timeframes.

Atlin’s approach to the process review was to examine supporting policy, organisational guidance, current processes, procedures, training, and reference material, seeking to identify and link organisational needs and objectives with relevant guidance and operational practice. This approach allowed a logical and coherent identification of gaps and the subsequent analysis to be conducted in the context of NDIA business.

Where the processes were supported by or dependent on Systems, these were examined to determine the extent to which they can support the organisation’s needs and the extent to which the Systems were configured, accessed, and managed to achieve the required outcomes

Results

Atlin delivered a complete roadmap for a continuous improvement program at the organisational and transactional level for all Procurement and Grants operations.  NDIA senior management were provided a clear outline on the type of efficiencies that were possible for the future of the organisation together with executive briefing materials, position papers, cost benefit analyses and recommendations to Executive Leadership.  

To support NDIA users with business-as-usual operational requirements, Atlin also provided detailed business transactional analysis including:

  • Analysis and mapping of current processes and systems affecting Procurement and Grants
  • Development of Standard Operating Procedures (SOPs) and supporting documentation for business lines to implement that would ensure a consistent approach across the agency
  • Identification of future systems requirements based on stakeholder and business needs assessments.  
  • Scoping of improvement and transition plans
  • Review and recommendations for Governance and Compliance agreements between agencies
  • Review and recommendations for a continuous system improvement program
